Kr. R. Vaughan Fowler, who was recently Adjutant to the Royal Air Force Base, Kai Tack, Hong Kong, has been for some time devoting his energies to the development of civil aviation in South China and he is the prime mover in a sch eme for the formation of a local light Seaplane Club. He is also interested in a movement to form an aerial transport company

the details of which have been submitted to the Home Govern- ment for final approval. This movement has the support of the Portuguese Government in Macao and also the Hong Kong Government. He is in close touch with the Chinese Aviation Bureau in Canton and it is quite possible that he may in the near future accept a position in an advisory capacity with such Bureau. He has called upon ne with reference to the

absence of British Aircraft in China. He is, of course, an aerial expert but he has also a sound grasp of the practical side of the question. I enclose copy of a report he has sent to me marked "A" which is self explanatory.
